Description of proposed project action: The project consists of a two large Cast-in-Place (CIP) concrete tanks that will be used to equalize the effluent flow fluctuations thru IEP’s wastewater treatment system. Each tank will utilize three mixers and one aerator. There will be a pump vault building between the tanks that will contain two effluent pumps (one for back up), a Motor Control Center (MCC) and instrument center, air compressor and a backup generator. The new effluent treatment tanks are required to meet the forthcoming more stringent NPDES water discharge permit limits. The tanks, equipment and pipes to connect to the existing wastewater treatment system are located within the 200-ft shoreline management area.
With regard to the State Environmental Policy Act (SEPA) threshold determination, the city as lead agency has issued a Determination of Non-Significance (DNS) for this project.
The City will receive public comments on this application until Oct 13, 2017. Any person has a right to comment on the application, to receive notice of and request a copy of the approved permit once approved. Appeal of the approved permit must be submitted to the City Planner within 10 days of the date the permit is approved.
