Mayor Kevin Freeman

Kevin Freeman was first elected Mayor of Millwood in November, 2013 and took office as Millwoods ninth mayor in January, 2014. He was elected to a second term in November of 2017. He previously served on both the Millwood City Council and the Millwood Planning Commission. In addition to his duties as Mayor, he sits on the Board of Directors for both the Spokane Regional Health District and the Spokane Regional Clean Air Agency.
A resident of Millwood since 1998, he was born and raised in Portland, Oregon and is a graduate of the University of Idaho. A hydrogeologist by trade, he is the owner of a consulting firm with clients across the Pacific Northwest. He is married and the proud father of two young adults.

Public Participation Guidelines

With the adoption of Resolution 03-18, the Millwood City Council established guidelines for public participation in City Government meetings. The guidelines can be viewed here.


PLANNING COMMISSION

The Millwood Planning Commission was established in 1955 as an advisory board to the City Council.

The Planning Commission is responsible for the City’s Comprehensive Plan and Development Regulations and the review and amendments to both. The Commission also reviews a wide range of land use applications and permits and conducts public hearings. In most cases, the Commission forwards recommendations to the City Council for review and approval. However, in some cases the Planning Commissioners are called on to render final decisions.
The Planning Commission is comprised of 5 citizens who are appointed by the Mayor and confirmed by the City Council for 6 year terms

HISTORIC PRESERVATION

The City Council adopted the Historic Preservation ordinance on August 12, 2014 creating the Millwood Historic Preservation Commission. 
The Commission meets monthly on the third Thursday at 6:00 p.m. at the Millwood city hall.

The primary responsibilities of the historic preservation commission are:
  • to identify and actively encourage the conservation of the city’s historic resources by initiating and maintaining a register of historic places and reviewing proposed changes to register properties;
  • to raise community awareness of the city’s history and historic resources; and
  • to serve as the city’s primary resource in matters of history, historic planning, and preservation.

The commission serves as the local review board pursuant to RCW Ch. 84.26.

BEAUTIFICATION AND TREE BOARD

The Beautification and Tree Board was established with Ordinance 364 in 2007 to work toward the protection and enhancement of Millwood’s great resource of trees along City streets and in City parks.

Millwood Municipal Code (MMC) Chapter 2.52 addresses the establishment of the board and the regulations for care of the City’s trees.
